Tina Phillips joined MultiState in 2013 and now serves as Vice President. Tina leads MultiState’s marketing strategy and is responsible for accelerating the company's growth through new client recruitment, client retention, strategic partnerships, and new product development such as MultiState’s new social media tracking service, PolicyFeed.

Tina came to MultiState after serving as Manager of Member Services for the State Government Affairs Council (SGAC), the national association for multi-state government affairs professionals, providing opportunities for networking and professional development.  While in that role, Tina was solely responsible for new member recruitment and the retention of over 200 member organizations.  She also led SGAC’s marketing efforts and spearheaded the SGAC mobile app.  Before SGAC, Tina was an Account Manager Representative for CEB, a global best-practice and insights company headquartered in Rosslyn, VA.  Tina started her career at CEB in the IT practice then later moved to CLC where she identified new business opportunities among Fortune 500 Chief Human Resource Officers and implemented retention strategies to secure millions of dollars in business revenue.

Tina graduated in 2008 from Saint Joseph’s University in Philadelphia, PA, with a Bachelor’s degree in marketing.  She is from southern New Jersey and resides in Arlington, VA.

Since joining MultiState in 2005, Jeff Hartgen has been an integral part of MultiState's success. He is involved in all aspects of MultiState's day to day operations as well as business development, including spearheading the creation and development of the firm's Lobbying Compliance Service which helps clients meet the ever changing lobbying requirements government relations professionals face.

He joined MultiState as a vice president, after almost five years with the global consulting company, Accenture, where he served first as a business development director for Accenture's Michigan government practice and then as its national state & local government relations manager. In that capacity, Jeff managed lobbyists in 27 states and localities and represented Accenture before national trade associations.

Prior to Accenture, Jeff served in a variety of capacities in Michigan state government, including deputy chief of staff to the lieutenant governor, legislative liaison to the Department of Management and Budget, district and external affairs director for the senate majority leader, and policy advisor to the senate majority leader. He also served as a staff assistant to the United States Senate Republican Policy Committee in Washington, DC. He earned his undergraduate degree with a double major in political science and history from the University of Michigan and a Master of arts in history from the George Washington University. Jeff is a former president of the Washington Area State Relations Group and serves on the State and Local Government Relations Committee at the Public Affairs Council.

Paul W. Hallman co-founded MultiState Associates in 1984 and served as its President and Managing Partner until January of 2016. He is involved in all of MultiState's service offerings, with a concentration on the strategic positioning of political assets. An active member of the Virginia State Bar, Paul also manages the Company's legal affairs and provides antitrust counsel and advice to MultiState's association management clients.

Prior to forming MultiState, Paul spent 11 years as Vice President and General Counsel of the Can Manufacturers Institute, where he was deeply involved in the industry's 50-state government relations program. Previously, he was deputy director of compliance for the Food and Drug Administration's Bureau of Product Safety and later was assistant general counsel for the U.S. Consumer Product Safety Commission.

The son of a career foreign service officer, Paul holds degrees from the International School of Bangkok, the College of William & Mary, and Tulane University School of Law.

Prior to joining MultiState, Marcie was executive director of the State Government Affairs Council (SGAC), the preeminent organization of corporations and trade associations involved in state government relations, and its Foundation where she helped develop continuing education programs for experienced state government relations professionals. SGAC and SGERF were clients of a national association management company where Marcie was a partner for 17 years, and also was executive vice president of an international culinary association and staff vice president of a national association of state financial institution regulators.

Marcie is a past chair of the American Society of Association Executives' (ASAE) Government Relations Section Council and has served on the ASAE Board of Directors and Public Policy Committee. She also served for five years as a founding member of the Board of the Center for Ethics in Government under the National Conference of State Legislatures' Foundation.

Marcie earned the designation of Certified Association Executive ASAE in 1982. She is a graduate of Villanova University and received a Master's degree from Georgetown University.

Ed Griesmer joined MultiState as a vice president in 1999, bringing with him a wealth of experience and knowledge in the state legislative and regulatory tracking marketplace. Ed has developed tracking solutions for clients' state affairs programs for the past 12 years, and his expertise makes MultiState the industry leader. Prior to joining MultiState, Ed spent four years in senior marketing positions with two state legislative and regulatory tracking companies.

At MultiState, Ed is a partner and co-directs MultiState's state and local tracking services as well as managing the company's technology research and development. In addition, he serves on the board of the Public Affairs Council and is an active member of the State Government Affairs Council. Ed is a graduate of the University of North Carolina at Charlotte.

Joseph R. Crosby is a principal with MultiState Associates, the nation's leading state and local government relations consultants. Joe is involved in all aspects of the firm’s efforts to help clients resolve the challenges they face in the state and local government arena, with a concentration on providing strategic counsel, identifying and deploying political assets, and advancing tax policy objectives.

Prior to joining MultiState in 2011, Joseph spent 11 years with the Council On State Taxation (COST), an association representing 600 of the nation's largest companies on state and local business tax issues. Joseph served COST as chief operating officer & senior director, policy. In addition to his operational responsibilities, Joseph managed all aspects of COST's advocacy program and regularly testified before state legislatures and other state and national policy-making bodies. 

Joseph is a nationally recognized expert on state and local business tax policy. In 2011, he was identified by State Tax Notes as the “single most influential person in state taxation” and named as the publication’s inaugural Person of the Year.

Prior to his work with COST, Joseph was national director of state legislative services for Ernst & Young LLP, where he provided legislative monitoring, advocacy management and coalition development services. Earlier in his career, Joseph spent four years as a senior executive with a state legislative tracking firm. Joseph is past president of the State Government Affairs Council, the premier national association for multistate government affairs executives, and served on the board of directors of the Washington Area State Relations Group, another association of government relations professionals. He earned his bachelor's degree in history from Loyola Marymount University in Los Angeles and completed graduate course work in economic policy at American University in Washington.

Andy Trincia joined MultiState Associates as a vice president in 2007. He has more than 20 years of government relations, public affairs and corporate communications experience. Prior to MultiState, Andy was general manager of the Burson-Marsteller affiliate offices in Bucharest, Romania, and Sofia, Bulgaria. He also served as a Peace Corps volunteer in Romania.

Prior to his international assignment, Andy was communications manager at The Boeing Company in California, and was both director of government relations and director of media relations at Fidelity Investments. Earlier in his career, he held senior posts at Wachovia Corp. and the International Franchise Association and worked as a newspaper reporter in Kansas, North Carolina and Virginia.

At MultiState, he is responsible for managing clients, the firm’s corporate communications and business development on the West Coast and nationally.

Andy holds a bachelor's degree in journalism from the University of North Carolina at Chapel Hill and MBA from Northeastern University in Boston.

Roxanne Frank, senior vice president of research, joined MultiState in 1990 with the inception of its state and local tracking and research department. She co-directs that department, overseeing the day-to-day operations of the company's corps of analysts and providing issue guidance to clients for their tracking needs. She is also responsible for directing the many research projects MultiState undertakes for clients.

Roxanne brings years of state and federal experience to her work as a government affairs professional, including working for the US House Ways and Means Subcomittee on Oversight, and as both a legislative assistant to Wisconsin State Senator Jim Moody and US Congressman Moody. Roxanne earned her undergraduate degree from the University of Maryland - College Park.

Maureen comes to MultiState after four years at the Council On State Taxation (COST), where she served as COST’s head of federal and state government affairs.  She was the primary link to all elected officials and worked in tandem with colleagues at the State Chambers of Commerce and other state business groups to promote sound tax policy on behalf of multistate taxpayers. While at COST, Maureen led the active Mobile Workforce Coalition efforts to modernize nonresident state personal income tax rules. She represented COST before federal lawmakers and numerous state policy groups, including the National Governors Association (NGA), the National Conference of State Legislatures (NCSL), the American Legislative Exchange Council (ALEC), the Council of State Governments (CSG), and other advocacy organizations. Maureen is a member of the Board of Directors of the NCSL Foundation for State Legislatures and remains active in and served in leadership as the past President of the State Government Affairs Council (SGAC).

Prior to COST, Maureen spent 12 years at the National Retail Federation, where she was NRF’s Vice President, Government and Industry Relations Counsel.  At NRF, Maureen was the national spokesperson to major media outlets regarding state affairs for the retail industry, responsible for NRF's national and multi-state strategy development and policy implementation for issues affecting retailers in the states. Maureen also held positions in state government relations as policy director and counsel for the International Franchise Association, for the Grocery Manufacturers Association, and for a coalition of advertising associations. She was also a legislative policy and constituent affairs director in the state legislature for members of both the Michigan House of Representatives and the Michigan Senate.

She holds dual degrees from Michigan State University (political science and communications), and a J.D. from Thomas Cooley Law School. She is a member of the Virginia State Bar.

Carrie Castro, MultiState's Vice President, manages the firm's Project Administration and Lobbying Registration and Reporting Service. Carrie joined MultiState's compliance unit in 2000. She is a specialist in the complex field of lobbying registration and reporting, managing that responsibility for all lobbying clients. In an ever-changing compliance environment, this is a critical area for our clients when it comes to federal, state and local legislative, executive and procurement-related filings. Steve Markowitz, for twelve years before co-founding MultiState, directed federal, state and local government relations for the Continental Group, Inc., a Fortune 100 company. During his 30-year career in government relations, Steve also served as legislative assistant to Congressman Bob Eckhardt (D-Texas), as a director of the Public Affairs Council, and as a member of the Business Roundtable's Washington Steering Committee and the public affairs committees of the U.S. Chamber of Commerce and the National Association of Manufacturers. At MultiState, Steve has concentrated his efforts on creating and implementing government relations strategies for corporations and associations to deal with state and local public policy issues. He also has managed MultiState's program to help companies market products and services to state and local governments. Steve has a BA in economics from Harpur College (State University of New York at Binghamton) and an M. Phil. in economics from George Washington University.

Amber Thyson, Senior Policy Analyst, joined MultiState initially in 2001, later taking a brief sabbatical and then rejoining in 2005. Her prior experience includes serving as a government relations associate for the Consumer Healthcare Products Association, where she focused on federal lobbying, state monitoring and PAC management. Amber received a graduate certificate in PACs and political management from George Washington University in 2004. She also holds a Bachelor of Science degree in political science from Longwood College, which was obtained in 2000.

Angelo Collington joined Multistate as a Compliance Assistant in 2015. Previously, he worked for the Henry M. Jackson Foundation as a Grants OA and Research. He also interned on Capitol Hill working for Former Maryland Congressman Albert R. Wynn and The Department of Defense - Office of the Chief Legislative Liaison (OCLL) He is currently enrolled at the University of Maryland University College where he is majoring in Psychology.

Christopher J. Tosto, Director of Quality Assurance, joined MultiState in 2002. David Shonerd, Director of State Operations, joined MultiState in 2002. His prior experience includes serving as an environment analyst for several government affairs firms, a researcher at the North Carolina Forum for Research and Economic Education (NCFREE), and a U.S. Senate intern. David graduated with a Master of Public Administration from North Carolina State University in 1996. Fenhan Wang joined MultiState as a software engineer in 2015.  He holds a bachelor's degree in electrical engineering and obtained a master's degree in computer sicence from Geroge Washington University in 2014. 

Gabrielle Vicari joined MultiState as a Compliance Associate in 2015.  Previously, she was employed as a Community and Preservation Planner at Delaware Greenways, where she was involved in mapping, survey, and architectural research for transportation and urban planning projects.  In graduate school, she worked on tourism and planning projects with DelDOT through her position as a Research Assistant with the Center for Historic Architecture and Design.   Gabrielle holds a B.A. in History (2012) and an M.A. in Historic Preservation (2014), both from the University of Delaware.

Jay Wimberly, Manager of the Local Alert Service, joined MultiState in 2005 after gaining experience as a congressional intern and a researcher at a government relations firm. He was instrumental in helping to create the Local Alert Service and first served as a municipal analyst prior to managing the Service. Lauren Doroghazi is a Senior Policy Analyst at MultiState Associates, the nation's leading state and local government relations consultants. She tracks and analyzes employment policy trends for a variety of clients, including Fortune 500 companies and professional organizations. Her previous experiences include the U.S. House of Representatives, Canadian Parliament, and ProQuest Government Information Services. Lauren graduated summa cum laude from George Washington University in 2016 with an MA in Public Administration and earned her bachelor's degree in Political Science and History from The University of Michigan.

Liz joined MultiState as a Senior Policy Analyst and Economist in 2015. Prior to this, she served as an economist in the Tax Foundation's Center for State Tax Policy for three years. During her tenure there, Liz managed the Foundation's state chart book program, provided ongoing state tax policy and economic analysis, and presented to state lawmakers and tax stakeholders around the country on pertinent state tax issues. Her work and comment has been cited by numerous national and state news outlets, including The Washington Post, The New York Times, and The Wall Street Journal.

Prior to her work with the Tax Foundation, Liz worked at the Wyoming Taxpayers Association. She holds a Bachelor of Science in Economics and a Bachelor of Arts in History, both obtained from the University of Wyoming.  Liz also holds a Master of Arts in Economics from Duke University, which she obtained in 2012.

Mary Susan Braun, MultiState's Vice President of Administrative Services, directs the firm's Association Management Department. Susan joined MultiState in 1991. She and her team provide human resources and headquarters facility management, and financial management and bookkeeping services to MultiState's trade association clients. Before joining MultiState, Susan was the sole proprietor of Braun Bookkeeping Services, of which MultiState Associates was a client. Prior to opening her own firm, Susan spent a decade in financial management for various businesses, including five years as controller for Ward-Hale Design Associates. Susan is a graduate of East Carolina University. Email: msbraun@multistate.com

Matt Crawley joined MultiState as a Policy Analyst in 2016. His prior experience includes internships in the U.S. Senate, where he worked in communications, and at the Truman National Security Project, where he analyzed political data and defense policies. He's a graduate of Virginia Commonwealth University where he earned a B.A. in political science and a minor in business.

Matthew McBride joined MultiState in 2005 upon completing law school and now serves as a Senior Policy Analyst. He holds a Juris Doctor from the Pennsylvania State University Dickinson School of Law and a Bachelor of Liberal Arts degree with a focus in history and philosophy, which was obtained in 2002.

Matthew Snider joined MultiState in 2015. His prior experience includes working on a Maryland state political campaign, the U.S. House of Representatives, and legal and policy nonprofit organizations. Matthew graduated in 2010 with a Bachelor's degree from the University of South Carolina, and from Syracuse University College of Law in 2010.

Max Rieper has served as a MultiState Policy Analyst and Senior Policy Analyst for nearly 10 years. Max’s prior experience as auditor for the Kansas Legislature, allowed him to gain experience evaluating the efficiency and efficacy of state government programs. Max also served as a Kansas Legislature intern under the ranking minority chair for the House Appropriations Committee and for the Kansas Bureau of Consumer Health.

Max graduated with a Master of Public Administration in 2011 from the University of Missouri-Kansas City. He also holds a Juris Doctor from the University of Kansas and a Bachelor of Science degree in political science from Ohio State University.

Michael Greene joined MultiState as a Policy Analyst in 2014. His past experience includes serving as a congressional intern for two separate members of congress, serving as an intern for TIAA-CREF's federal government relations team, and interning for the national security and acquisition policy team at the Aerospace Industries Association.

Nate Goodman joined MultiState as the Public Policy Communications and Marketing Manager in 2016. Nate came to MultiState from the nonprofit organization No Labels, where he served as Communications Manager and Manager of Congressional Affairs, overseeing the group’s national communications strategy, Capitol Hill outreach and federal legislative efforts. Prior to No Labels, Nate was a member of the Romney Transition Team in 2012, where he served as Deputy Director of Operations. Nate graduated in 2010 from the University of Richmond in Richmond, VA, with a B.A. in political science and English.

Nathan Devers joined MultiState as a Policy Analyst in 2014. His prior experience includes serving as an intern for the United States House of Representatives and working on the 2012 presidential campaign as a field organizer in Ohio. His most recent experience was serving as an intern for the National Association of Regional Councils, where he supported the transportation director by managing weekly newsletters, attending congressional hearings, and organizing conference-related materials. Nathan graduated in 2008 with degrees in political science and Russian and central Eurasian studies from Wittenberg University, and most recently from Ohio University in 2009 with a Master's in international relations.

Nicholas joined MultiState as a Help Desk Engineer in 2016. His prior experience includes 5 years with Army Special Operations, where he provided IT and communications support. Post-military, he has provided IT support for multiple government contracts.

Rachel Arnold is Program Director at MultiState Associates. She previously served MultiState as a Policy Analyst for nearly 14 years. Her prior experience includes seven years at the National Apartment Association where she served as the Director of Public Affairs.

During her time at the National Apartment Association, she was responsible for working with approximately 80 state and local affiliated associations and was the point of contact for media relations on state and local policy issues; producing legislative testimony and issue talking points; providing public affairs strategies for affiliated associations; representing the association at CSG annual meetings and serving as a member of the Public Safety and Justice Task Force; participating in writing a note on Methamphetamine Remediation and Restitution which was included in the 2006 CSG SSL; acting as a founding board member of the National Impact Fee Roundtable (now known as the Growth & Infrastructure Consortium) and serving as conference chair in 2006.

Rachel was also a contributing editor and author to UNITS magazine and had many speaking engagements before state and local policy organizations, at NAA national meetings and other public policy organizations and associations

Rachel holds a Bachelor of Arts in political science from Hope College, which was obtained in 1995.

Ryan Maness joined MultiState in 2012 and now serves as a Senior Policy Analyst and Tax Counsel. His prior experience includes serving as policy analyst for the Colorado House of Representatives, contract attorney for the Colorado Conflict Defender's Office and intern for the Democratic Congressional Campaign Committee.

Ryan graduated with a Juris Doctor in 2009 from the Syracuse University College of Law. He also holds a Bachelor of Arts degree in philosophy and political science from the University of Illinois at Urbana-Champaign, which was obtained in 2006.

Sarah Clark joined MultiState as a Policy Analyst in 2016. Her prior experience includes serving as a legislative intern for Utah State Senate as well as an internship with the US House Committee on Ways and Means.  After graduating with a degree in political science from the Utah State University, Sarah worked as government relations coordinator in the nonprofit sector.  Sarah is also an Army National Guard veteran, having deployed to Afghanistan in 2012.

Scott Stetson joined MultiState in 2014 as Counsel and Compliance Manager. In addition to being an attorney, he is also a Certified Compliance and Ethics Professional (CCEP). He combines in-depth legal knowledge with over ten years of experience to help clients maintain compliance with the complex and constantly changing laws and administrative regulations governing lobbying activity at the federal, state, and local level.

Scott holds a master's degree in political science from the University of Akron and a Juris Doctor degree from the University of Akron School of Law. He also holds a bachelor's degree in political science from Youngstown State University.  

Since graduating from law school, Scott has advised and assisted clients with:  lobbyist registration and reporting compliance; corporate campaign contributions; lobbyist campaign contributions; and government ethics.
