MultiState Procurement Services Checklist
Utilizing our in-house staff of procurement professionals, along with our nationwide network of lobbyists in every state capital and major city, MultiState Associates will:

  • assist your company to find, evaluate, and track procurements;
  • research political agendas and public policy trends for issues relevant to business and sales executives;
  • analyze and track legislation affecting programs that will lead to major procurements;
  • identify which sales opportunities are appropriate for a particular vendor and alert the vendor to the opportunity well before the RFP is written and published;
  • explain procurement processes and track the process from conception through the RFP development, RFI, RFP publication, proposals, award, negotiation, protest and recompete;
  • evaluate elected and appointed government officials' willingness to budget and appropriate the financial investment required to implement the public policy including payments to vendors;
  • overcome public employee union objections to outsourcing to non-unionized vendors, work force reductions, out-of-state and offshore vendors/worksites;
  • assist your company in entering Government markets and influencing purchasers;
  • develop or review a public sector business and marketing plan;
  • strategize with clients to select other firms with whom to partner (prime, subcontractor and minority/small businesses) and facilitate those personal introductions;
  • profile government agencies and executives and facilitate relationships with elected officials and political appointees;
  • obtain political approval of sole source no-bid procurements;
  • validate that there really is a fair opportunity, as well as political support for a sale, prior to the vendor's investment of resources; and
  • advise vendors on political contributions and attend events with them or on their behalf.

MultiState will assist your company to bid, win and get paid by:

  • writing and reviewing regional, state and local government purchasing schedules;
  • FOIA requests requiring anonymity;
  • competitor profiling (client references, performance reviews, contract penalties, political/personal relationships, and retained lobbyists);
  • researching if an opportunity is predetermined to be awarded to an incumbent or competitor and altering the selection process or criteria;
  • advocating the scope of RFP requirements to reflect the service offerings of the vendor;
  • evaluating bids and proposals;
  • analyzing procurement contracts with a risk mitigation strategy and subsequent negotiations with the client or the client's third party advisor;
  • initiating and defending protests including referral to an attorney specializing in public sector procurement;
  • managing political damage control and crisis management during technical failures, sanctions, lawsuits and protests; and
  • resolving payment disputes and delays.
